A question for anyone who knows about these things - what IS a Casualty pack? Depressingly, it would appear that the journalist who wrote the original article didn't have the nous to ask the same question. Other than it presumably being a pack of information relating to casualties, which we could all have worked out, I can't help with the specifics.

If it's any help, reaction to the release of the documents last year was that they contained little information that wasn't already available - so I guess not much more than the names and service details of the dead and injured.
