It's a Chinese official & unfortunately boorish behaviour is increasingly common in China. Officials think they are above the law, the nouveau rich think they are 'entitled' and staff are submissive since they are scared the powerful will shaft them.

That's how I have felt many times going through any US airport security. Ignorant, rude disinterested half wits barking orders at you in between chewing gum and chatting with the other half wits sitting behind a screen that they are not really looking at!
