BA have done a deal with the Government to allow wet leasing to the UK military on demand - hence the camouflage paint scheme :)
Do A380s have reverse on just the inboard engines?

Yes.
Too much danger of FOD

Yes, and a smart move!

Not to the accountants. And they're the ones making the decisions!

Watch the video on YouTube and it says, video was published on Nov. 13, 2012, so this is probably the first one after all

The outboard reversers on the A380 were deleted for the weight saving, not FOD considerations.

Taken its time, I thought it arrived at Hamburg months ago? There's a second already assembled sitting in TLS.

The YT video was posted on 13th November last year. It shows F-WWSK, the future G-XLEA. The second of BA's A380s, F-WWAY, the future G-XLEB first flew and was transferred to Hamburg on 4th February.
There seems to be some confusion between the two events.

Accountants don't make those kind of decisions, nor whatever a "beancounter" is. Is there a difference between Operational Research, Yield Management and Accountants? It's like saying pilots are just "bus drivers".
Anyway, not much of a decision if all you're saying "Ohh that's shiny and pretty. Here's a billion Euros, we likey much."
Ohhh pprune...
As to the delay, the fitting out takes a fair old time at Hamburg and the A380 line is still not moving as fast as Airbus would like alas. It's a hard aircraft to make look good, I think Korean Air have come closest, I think a BA A380 might be one of the better looking ones.

Why was it only partially painted at Toulose? Is it something to do with the size of the facility required?

On Glide: Can we agree to disagree...?
The A380 was initially planned without thrust reversers, incorporating sufficient braking capacity to do without them. However Airbus elected to equip the two inboard engines with thrust reversers in a late stage of development. The two outboard engines do not have reversers, reducing the amount of debris stirred up during landing.

Wiki's section on engines supports what Ek380 writes... (http://en.wikipedia.org/wiki/Airbus_A380#Engines)

According to Flight, by 2001 the debate (between Airbus and the launch customers) was about whether to have only two thrust reversers.
Airbus ponders A380 thrust reverser options (http://www.flightglobal.com/news/articles/airbus-ponders-a380-thrust-reverser-options-128283/)
Notwithstanding FOD considerations, I would be very surprised if cost and weight weren't also factors in the final decision.
