This private jet shows a somewhat peculiar headlights flashing from one side to other
I wonder if they are subject to the regulation in light aircraft...

This system is quite common on bizjets; the theory is it helps scare birds out of the way when on final approach.

Precisely.

In another trial, with a single flashing light, as the aircraft accelerates down the runway, or lands, the system increases the flash rate in order to convince birds that the aircraft is approaching faster than it really is.

We have Beachcraft 1900s for our ops in Ghana and we had serious bird issues too, one of the things that was done over and above the gas guns and bird scaring equipment was painting black and white bands on the props to also give this flickering effect.
