ASIC Question

Hello

I am returning back to Australia after a stint overseas and wish to do some remedial training to renew my Instrument rating. I no longer have a valid ASIC and will not renew until after Christmas (Going on holiday) but I wish to complete my recurrence training before that time.

So the question is,

Do I need the ASIC to do my training? Or because I will only be a student the Instructors ASIC will allow me onto airside?

I am only going to be doing training and a test and not acting in command at any point so I do not see why I would need the ASIC.

Any input would be great.

the flying school should be able to give you some sort of pass, can't remember exactly what it is called but along as you are airside with someone holding an ASIC and don't plan to do solo/command flying then you won't have a problem

Before someone says "just call CASA and ask"
1. CASA has nothing to do with the ASIC program.

1.08 Securitydesignated authorisations

For the definition of security designatedauthorisation in

section 9 of the Act, each of the followingauthorisations:

(a) a flight crew licence;

(b) a specialpilot licence;





6.55 Exercise ofprivileges of flight crew licences etc

(1) A person whoholds a security designated authorisation must

not perform aduty that is essential to the operation of an

aircraft whilethe aircraft is in Australian territory if the

Secretary:

(a) hasdetermined that the person has an adverse aviation

security status;and

(b) has given acopy of the determination to the person.


Note A pilot licence,a flight engineer licence and a special pilot licence

are securitydesignated authorisations — see regulation 1.08 and the Act,

section 74G.


(2) Subject to subregulation (4), a person who is over18, and

holds a security designated authorisation, must notperform a

duty that is essential to the operation of an aircraftwhile the

aircraft is in Australian territory unless:

(a) his or her aviation security status check is current;or

(b) he or she has requested an aviation security statuscheck.


(3) Forparagraph (2) (a), a person’s aviation security status check

is current at aparticular time if:

(a) it wascarried out no more than 5 years before that time; or

(b) he or shehas requested that a new check be carried out; or

(c) within theprevious 2 years, he or she underwent a

backgroundcheck for the issue of an ASIC.

I think that the first answer is a little bit simple.

1. You only need an ASIC to be airside at a security controlled airport. So, if you pick a non security controlled airport, you don't need it at all (eg Tyabb, Lilydae, Coldstream, etc in Victoria).
2. You can probably do a reasonable amount of your training in a SIM. Especially if its blowing the rust off and its procedures you need to practice. Most IFR training schools have a certified SIM. SIMS are not airside, so you don't need an ASIC.
3. You don't need an ASIC to fly the aircraft, only be outside the aircraft on the airport tarmac. For this you can be accompanied by someone with an ASIC, eg Instructor, pilot mate, airport security guard, etc. So, theoretically, you can be escorted to the aircraft, do you flight then wait in the aircraft to be escorted out again.

Either way, you shouldn't have too much trouble in the short term. Remember that ASIC's can take a while to come through the system and I can imagine that Christmas may slow down the process. I'd be applying ASAP.
