COMMISSION REGULATION (EU) No 965/2012 of 5 October 2012 (http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2012:296:0001:0148:EN:PDF) was published yesterday and applies from Sunday to commercial air transport. There is a 2 year state-by-state derogation period.
Part-ARO (Annex II) establishes requirements for the administration and management system to be fulfilled by EASA and Member States regarding civil aviation air operations (e.g. rules for AOCs, ramp checks)
Part-ORO (Annex III) establishes the requirements for operators and Part-CAT (Annex IV) establishes the operating rules. Together, in effect, they replace EU-OPS.
Part-SPA (Annex V) covers 'specific approvals' for CAT operations.
