I was in Acapulco cruising the bay on a jet ski. Went to the harbour, saw some ships, cruised along, 30-50 meters away from the ships. One had a banner on the side, I had to get closer to see what it said. It said "You will be shot if you come closer than 100 meters (could have been yards or feet, I did not care at the moment) from this ship". It was a US Navy ship.The scariest moment of my life. Is this allowed? In a foreign port?

Wayne Madsen (a former Navy officer and NSA employee during the Iran Contra years) relays an uncorroborated charge -- I repeat this is uncorroborated -- about the bombing of the USS Cole:

It's establishing an exclusion zone around the war ship. That's the same as making the war ship larger in the harbour which is just the same as would have happened had it been a larger war ship in port with more men ashore to fuel the local economy.
