Actual flightplan of an overflight.

MERIT HFD PUT EBONY N123A YAY HECKK 5400N 05000W 5600N 04000W 5700N 03000W 5600N 02000W RESNO NETKI LIPGO KONAN UL607 KOK..........

I understand that between the hour's of 0001/0520z an aircraft transiting Irish/UK airspace can request a DCT from say the above example: LIPGO-KONAN but my question is who actually 'rubber stamps' the routing? Does this relaxing of the routing down established airways continue into continental Europe?

If I understand your question correctly:

In this case, with ref. to https://www.cfmu.eurocontrol.int/RAD/1208/docs/E1_RAD_4_RADAN_NERS_EB_1_en.pdf , the NETKI DCT LIPGO DCT KONAN can be filed on a flight plan if the time (as you mentioned) requirements are met. So basically pilots wont even need requesting the DCT, it is already approved if FPL was accepted.

As a good example of "relaxing of the routing" a DK/SE Fre Route Airspace can be mentioned, Maastricht weekend DCT's.
