Hello. I'll try to be very straightforward.

Is it possible to engage TO/GA (Take-off/Go Around) during, for example, cruise flight in a Boeing? And what are the requirements for engaging it besides A/T ON (Autothrottle)?

Thank You.

Without looking at my manual my first answer would be no.

From memory one of the requirements for arming TOGA is 'Flaps out of the up position'

You can select GA thrust AT limit which will be the same as Max Con thrust in cruise via the FMC N1 limit page.
However pressing the TOGA buttons in cruise will do nothing.

For the 737 you can only engage TOGA mode below 2000 RA or above 2000 RA with the flaps extended and/or on the Glideslope.
