What is the effect of flap and undercarriage on Vmca?

Gear down - stabilises aircraft (like a keel on a boat) and thus decreases Vmca.
Flaps are more debatable - in my opinion flaps down will increase Vmca due to the effect of the accelerated slipstream blowing over the flap increasing the rolling moment into the dead engine.
