No, the USA unilaterally withdrew from the 1972 Anti-Ballistic Missile Treaty ten years ago.

Its a ballistic missile. I don't think there ever was a test treaty for those??
Anti-proliferation treaties, yes, but a test treaty?

Who would have guessed that planning to park ABMs in Poland and the radar sites in the Czech Republic would have the Russians all excited and now demonstrating their own capability in that arena? After all, the US stated categorically they were only to be used against missiles from "rogue" nation states such as Iran and North Korea. If only the US had some historic analogy they could draw on, where a super power establishing missile bases on their own door step caused them to $hit the bed and draw the world closer to Armegeddon? History is such a wonderful thing.

I think this may be whats annoying the Russians at the moment - especially as theres a USA fleet in the Black Sea to back up her visit
