Mr Hammond told MPs there would be "no additional reductions in head count".......
Does this mean Tranch 2 is to be Cancelled..?

He said no more treasury raids on the budget, but no, the personnel cutbacks would not be stopped. I guess those are factored into the numbers.

I guess it just means no more cuts are planned from now - but the absolutely massive ones already announced will continue year on year to 2015.
