Quick Question,
If engine bleed air is selected off , can wing and eng anti ice still be used....??

Eng TAI yes .

Yes they can.
Engine Anti-ice is tapped off upstream of the bleed valve, and Wing Anti-ice can be fed from the opposite engine.
If both bleed valves are closed, however, then wing anti-ice is not available.

But if ENG anti ice is tapped upstream on the bleed valve how can is still be used with Bleed valve selected off

Please do not mix upstream and downstream.
