Accident/Incident Reporting requirements for non-AOC engineering organisations

Question. Assume an engineering organisation chooses not to have an AOC and suffers an accident or incident.

For example, an LAME who has CASA approval to taxi an aircraft taxies too fast and hits an object causing aircraft damage.
Or LAME doing a run up fails to set the brakes and the aircraft runs into a ditch.

Is the organisation required to submit a accident/Incident Report to ATSB and CASA. Where is this published?

i'm going to take a punt...

On the two scenarios you put forward, the reporting obligations are the same as for a pilot.

Whilst the LAME is not a pilot, he is operating an aircraft under the permissions granted to him under his licence, and is thus deemed in command of said aircraft.

His obligations would be no different to a pilots. Its his incident, not his employers, so he is obligated to report it, his employer has no say. When it comes down to who pays, his employer loses whoever...unless the LAME is the owner

The AIP gives info on the reportable matters and who is responsible for the report. See Para 1.2.1 of ENR section 1.14 hopefully via the link below.
