Hi,

Anybody who can help me with the following METAR. (only the red part).
I've been looking everywhere without result.

I would say its part of a snowtam thats got in there.

046/15// tells you whats on the runway and the 136/0295 will be breaking action of some form.

I was also thinking about a SNOWTAM. But could not find the correct explanation.
It doesn't look standard to me...

Snowtam Lite is a good iPhone app for decoding these.

I use pilot toolbox. In that app it has other things which are useful, like hold over time calculations, wind components etc etc
