Where Oh where is the ASOP project???

ACI Consultants say:

John Carr has worked in the aviation industry for over 30 years and has worked in senior positions including Air traffic Control, Search and Rescue coordination and as Director General in two Pacific countries. Enhance CASA’s safety research and analysis capability ???

From casa's 2008 annual report:

".........By June 2008, develop whole-of-CASA safety indicators and outcome targets

Safety indicators contingent on progress of the first draft of the CASA Safety Management Program (which includes safety targets). Safety Management Program to be developed by end 2008.

2008 Bruce Byron report:

"..... Our three major undertakings for the year, the Aviation Safety Oversight Program to define how individual staff do their work with airlines and operators, adjustments to our organisational groups to facilitate our dealings with industry, and our workforce capability project which relates to the qualifications and experience of our key people, are each through the development phase and are being implemented......"

Dept split in 2. One lot are safety ????? reporting to deputy director. No idea if the manager still there.

ASOP disbanded by The Skull. 34 projects undertaken, none finshed, millions wasted and some troughs hoovered clean in the process!
Now? Safety Oversight Branch. Heavily funded and managed by an ex RAAF Navigator (naturally Civil Aviation and Defense are the same aren't they:ugh:). CASA are very big on RAAF people, especially over the past 2 years. Especially pilots and Navigators who are the font of all safety experience!
It's a game of cat and mouse.

Step 1: Findings are made against the authority or deficiencies highlighted.
Step 2: Grab some funds (plenty available), slap together a knee-jerk fix such as a project team made up of nupty's with no skill and let them loose without being managed, no time lines, goals, outcomes expected, deliverables or accountabilities .
Step 3: The heat wears off. The Government, Minister, ICAO, FAA, whoever, go away satisfied with some wanky progress reports that are made of spin, deflection, glossy words and pony poo.
Step 4: The Nupty's continue there poorly managed, ill advised ridiculous project(s) until disbanded or 'moved' elsewhere. Mission accomplished, stacks of dollars spent on a magic trick - nothing achieved and nothing accomplished.
Step 5: Start the farce once again.

In this case ASOP went and Safety Oversight Branch commenced. A structured department which does employ some well meaning individuals, but at the end of the day that departments inmpact on aviation safety is ?? Have to wait for the glossy brochure later this year I guess.
