Some of the requirements for an FAA ATPL are:

Be at least 23 years old and hold an FAA Commercial Pilot License (CPL) with an instrument rating (IR) (FAR PART 61.153 (a/1) - see link below):
Electronic Code of Federal Regulations: (http://ecfr.gpoaccess.gov/cgi/t/text/text-idx?c=ecfr&sid=4926d51d519cab0aa5b6c18decc2c866&rgn=div6&view=text&node=14:2.0.1.1.2.7&idno=14)

Have a minimum of 1500 hours of flight time (FAR PART 61.159 (a) - see link below):
Electronic Code of Federal Regulations: (http://ecfr.gpoaccess.gov/cgi/t/text/text-idx?c=ecfr&sid=4926d51d519cab0aa5b6c18decc2c866&rgn=div6&view=text&node=14:2.0.1.1.2.7&idno=14)

In the US there is no such thing like a "frozen" ATPL which basically means possessing a CPL with an IR and having the ATPL theoretical exams passed. ATPL "forzen" is a European = JAA/EASA thing.

Recommend to do some research, this kind of question is asked regularly here on the forum - see the following thread: http://www.pprune.org/professional-pilot-training-includes-ground-studies/470391-atpl-cpl-flight-training-usa-canada-australia.html
