Does anyone have a link to information on how non-precision approaches are built i.e. how to come up with the MDA, turn construction etc.

Are you talking about TERPS or PANS OPS? Not sure if there's any online material about it, but try surfing thru the ICAO website (http://www.icao.int/) for Pans Ops stuff.

For whatever it's worth, procedure designers do courses of at least a week's duration, followed up by LOTS of closely supervised actual design work, to learn it all. And we never stop learning about it.

ICAO Document 8168 Vol 2 is the procedure designer's "bible" for Pans Ops. Also, most aviation authorities require a somewhat higher standard of design criteria, so the Pans Ops "bible" is only regarded as a minimum specification.
