Why does the UK have Class B airspace above FL245 and not Class A? A lot of other countries have class A, surely the ability to fly VFR up there is academic (and not allowed under ICAO either).

Is it to accommodate the military?

Yes, primarily for the military, but also allows glider operations as well.

As Class B gives the same level of protection as Class A (all aircraft require clearance and must be separated), I don't see why it needs to be raised up to the Class A category.
