An ICAO licence holder who does not meet the JAR-FCL ATPL
experience requirements shall undergo a full approved training
course for issue of the instrument rating as required by JAR-FCL
Subpart E, irrespective of whether the ICAO licence held included
an IR granted by the state of licence issue. This policy is being
reviewed in discussions with the JAA and representatives of UK
training organisations - it is possible that the course duration will
be reduced for pilots with significant instrument flying experience.

Possibly good news - the question is going to be how our protectionist cousins on the continent define 'significant instrument flying experience'.

We know for a fact that the UK CAA is happy to let anyone with a non-JAR ICAO IR do the JAR IR training on an 'as required' basis, rather than the full 55 hour course. They were letting this happen until early on this year when the JAA put a stop to it.

Whether the French and German authorities will like that idea, well, I doubt it. I reckon that for them 'significant' will translate in to at least 500 IF hours, maybe 1,000.
