Can anyone assist wth an Instruments question

When descending at max groundspeed what is the limitng speed

Vmo then Mmo??? or the other way round??

It's not really referenced to groundspeed just indicated, but any way when descending it is Mmo then Vmo.

Mach number first as at higher altitudes speeds are ref to mach # and then as you descend switch across to Vmo - knots.
