Considering he mentions G9. it could be in SHJ.

XPRESS, a UAE-based start-up, could launch operations by Jan-2012, according to president and CEO of Al Hajjar Aviation Consultancy Captain Alex de Vos, who is involved in the project. The carrier, which will offer "low cost" tickets, is expected to operate to the main cities and later to the Indian subcontinent, Captain Alex de Vos said. "Our pricing model will be based on very low-cost operations to the passengers, but offer full flight services on board at the same time. We won't be a ‘budget' airline per se, we're not competing with Air Arabia," Mr de Vos said. Mr De Vos stated the carrier sees an opportunity in the lack of passenger service in Fujairah with the carrier to serve tourists, business travellers and government officials. Mr De Vos said the airline, which has received its Air Operator's Certificate (AOC) in the UAE, is "basically a convenience to passengers, an additional option".

Perhaps Pearl Airways Express? Yes the base seems secretive but Fujairah is a distinct possibility...no way will Government of Sharjah's Air Arabia not bite!:}
