Not sure if this is the correct forum, please move if inappropriate.

Mrs DDDD and I were in Raro around 5 years ago and couldn't help but notice the cabin crews, Air NZ and Pacific Blue, making a beeline for the duty free stores where the price of tobacco at the terminal was less than half that in OZ and NZ and was wondering if this is still the case.

yes it is.
although the price has jumped $10 in recent months(for some brands), it is still about 1/4 what you would pay in OZ, and 1/2 what you would pay in NZ.

The tax office. Pays for the health bill, or that's how it used to be indexed in Aus, anyway.

Winnies are about FJD$11 retail. Duty free is cheaper on this end rather than buying at departure.
