BCPL=Basic CPL, UK CAA licence, now defunct under JAR, you needed 400HRs P1 to use it commercially on small a/c for AOC ops, mostly used to allow instructors to receive renumeration, whilst on the self improver route, direct upgrade to CPL on achieving 700Hrs, passing CPL or ATPL exams and crossing the CAA's palm with silver.

Dunno whether you still can, but you used to be able to use a BCPL as second pilot on an aircraft certified for single-pilot operations, but required by CAA rules to have two pilots, such as the Twotter, Bandit, etc.
