Happy new year to everyone !
would like to take some opinions please , I am on a budget of 40,000 Euros and would like to start my flight training.
could you please suggest where should I go and how to start ?
the states is not really an option for me , so anywhere else would be good.
I've heard of Baltic aviation academy and JAT academy in Serbia , what do you guys think ?
i would appreciate any opinions , I'm looking for a JAA zero to atpl course
Thanks a lot everyone

Go modular! Not integrated. There are several advantages which of you can read on this forum.

You won't find a zero to hero (i.e. JAA Integrated) course for 40,000 Euros. Double that budget and you can get close. You'll be hard pressed to do it Modular for that price, though some people write here that they have done it for about that much.

You still won't have an ATPL. You'll have a CPL issued + IR + ATPL theory + (probably) MCC. And then need about another 1300 hours to get an ATPL issued.

You should take the time and visit in person both these providers.
To me it sounds too good to be true. The E 40000 is a headline pull them in rate, you need to dig deeper into the figures to find out EXACTLY what is and isn't included. A school in the UK used to advertise low looking rates but failed to mention they didn't include approach and navigation charges!
Also you must understand the price they and ALL schools quote will be the legal minimum including first time passes in everything. Though it is certainly not unheard of for students to complete in the minimum time, you can't assume this and should budget for at least a 10 to 20% allowance.

I am a fellow wannabe and have asked asked the same questions you are asking. You need to ask yourself these questions. Think about what course of training would suit you best, as different people have different needs and limitations. Nobody can tell you where to train or how much to spend, you just need to do a bit of research, visit a few prospective FTOs and work out how you are going to make the payments. If you have 40000 euros you can always go modular and earn as you learn, that way you can save up a bit more money in case you need to go slightly over budget.
