START and TAXI ---- ?? lbs
TAKE-OFF AND CLIMB to 1000' (28 C) ---- 30 lbs
TRIP (using 65% tq for an economic cruise and assuming 144 TAS and 665 PPH) ---- 1000 lbs
10% CONTINGENCY ---- 100 lbs
RESERVE (you mentioned 30 minutes; 30 minutes at holding speed) ---- 265 lbs

1400 lbs should do the trick.

Fuel calculations in cruise should show you landing with about 365 lbs.

Certainly don't fancy myself a guru of anything other than procrastination so let me know if you guys see anything wrong with this.

For the payload you'd need to know the basic weight of the aircraft and the weight of the crew. I'm not sure I'm in a position to estimate that for Oz.

A heavyish offshore machine will be around 8000 lb with two pilots, so if you assume no life jackets, liferafts or ADELT then you are probably down to around 7800 lb or even less if single pilot. At seal level and ISA + 15°C you still have 11,700 lb RTOM for CAT A, so with the fuel figure quoted above that gives a payload of at least 2300 lb and more like 2500 lb+.
