Isn't 36Bn the ENTIRE annual defence budget??? We'd better watch out - it's going to look like a far too easy fix for some MOD money monkey to just close everything ;)

We could cut the NHS budget or Department of welfare and pensions by 36 billion without them noticing.

Old news - it's up to £36bn over ten years - the NAO has been all over this in their Major Projects Report 2009.

The MoD needs to get a grip, before a grip is imposed in the SDR. Sadly, I think internal reform is all too late, and the inevitable cuts are inbound. The idea that a Minister (Quentin Davis in this case) could shrug off the £600m+ increase in CVF because MoD decided to delay the programme as it is unaffordable is stunning; £600m is presumably enough to get your moat cleaned AND have a new duck house!

But it perfectly demonstrates the madness inherent in the system. Because the MoD (and Treasury) are unable to negotiate any sort of flexibility in the DEL, you get the ludicrous situation where those in town spend months preparing "silt charts" of "options", the sole purpose of which is to reprofile in-year project spend to fit the somewhat artificial DEL. Result £600m cost escalation that is "some-one else's problem" and almost certainly double what the actual exceedance of the DEL was.........
