Police spokesman Micky Rosenfeld said the civilian aircraft came down about 300 metres from the seaside city of Netanya.
The other three people on board, including the pilot, were reportedly Israelis. The victims' names are expected to be released later today.
Witnesses told Israel Radio they saw the helicopter spinning out of control and splashing into the water.
They reported the crash to police who launched boat units to search for the wreckage.
Mr Rosenfeld told Sky News Online that divers had recovered all four bodies, but he could not confirm whether they were found inside the aircraft.
Talking about the British victim, the spokesman said: "It said he was British on his passport, but we are still looking to see if he lived in Britain or was living overseas."
Mr Rosenfeld said flying conditions before the crash, at about 2.30pm local time (12.30pm GMT), were "relatively decent".
Officers are investigating whether the deaths were caused by a mechanical malfunction or human error.
Netanya is about 30km (18 miles) north of Tel Aviv.

No, not good.

I visit Netanya every month and know the airfield very well. The main machines used there in a civilian capacity are R22's, R44's and the Jet Ranger although there is the odd MD500.

It's very sad news.
