Just wondering if anyone knows why the table of cruising levels changes below 65*s

I posed the question purely out of interest.

I'm still wondering why they change west to odds etc, why not just greater vertical separation and keeping the rest fairly much as we all know it?

If non-RVSM levels were still odds and evens you'd end up with 3000 FT separation and lose more levels.
