I was on a short-range SQ 777-300 flight today (Jakarta - Singapore 1:20) and I noticed that during climb and cruise, the outboard aileron on the left wing was fixed a few degrees (2-3?) above the wing trailing edge and the inboard aileron neutral point was about 5 degrees below the flap trailing edge.

Is this normal and if so why?

Airplane is either slightly bent or slightly out of trim. either of which is not that uncommon.

Its normal, the up rigged outboard aileron un-loads the wing tip.
