My experience in the UK with a UK JAR CPL was that I didn't need an IR to instruct. I did my IR after 18 months of PPL instructing. One thing to be aware of though - if you did all 14 ATPL writtens before your CPL then the IRT must be taken within 3 years of those exams being passed or you have to do the IR exams again.

Also, check the specific school you are applying to. Depending on what you are teaching towards, some Flight Training Organisations (FTO's) do require you to have an IR. Most Registered Training Facilities (RTF's) don't require you to have an IR.

Cheers, hope that helps.

mysteryshopper is right you do not need an IR to instructor at PPL level.

It helps to have one or an IMC sometimes which teaching on a gloomy day, and you can get up on top. Flight instructing is great fun, you will really enjoy it if you decide to go for it.

I wish you all the best.
