If the ovflt is over a contry's terrain but not within that country's FIR, would we need to apply for the ovflt permit from the country or from the FIR?
please explain and clarify

u need to obtain overfly clearances as per country and not FIR. There are several countries in west africa that come under senegal FIR but they do need overfly permits.

Regarding West Africa where one country controls the other countries FIR then apply for the permit for the terrain you are over flying and best to send a notification of overflight to the governing FIR
