Can anyone care to explain the back-story to the following Message.

In recent months, air traffic services in Australia have been occasionally affected by manpower shortages. This may at times impact the day-to-day operations of our flights into and out of Australia.
To overcome this, Traffic Inflight Broadcast by Aircraft (TIBA) procedures are from time to time imposed over portion(s) of the vast Australian airspace, as a means to cope with any service disruption. As operating crew, we are required to be conversant with the TIBA procedures in order to maintain the required flight safety standards.


#### and Flight Despatch are monitoring the situation closely through NOTAMs, feedback from operating crew, arrival delays, etc. Crew may uplift excess fuel if it is deemed necessary.
Should there be a need to divert, time permitting, crew should communicate with #### prior to the diversion so that ##### could advise on availability of standby crew, apron congestion, etc, at the various diversion stations.
Crew on standby duties in Australia should be aware of the increased likelihood of flight diversions.
In view of the sensitivity of this matter, crew should be circumspect in their public announcements.
Crew should avoid attributing any operational delay to these manpower shortages including the reasons for them.
