ACN check on both landing & take-off?

Hi all,

We have a dicussion whether it's also necessary to check the ACN with the PCN at departure? Assuming the ACN upon landing is very close to the PCN, after refuelling or loading of pax, the ACN will exceed the PCN. Can somebody shine a light on this?
