I think that tells most of the story, I wonder if the Delta gate staff (or agent) noticed anything? I wonder if CC tried to stop him drinking earlier in the flight??
Considering the monthly wage for many Russians is about U$400, I don't see him paying off this fine in his lifetime (or even his children's lifetime).

so he probably makes more than 400/month.

Should be kept behind bars until he's paid up or Delta are likely never to see the money. He can sell the restaurant he owns!
