Under Part 61 you'll find some at little over 20 000$

If you are a "foreigner" without green card you need to go through Part 141 training and that would usually be around the 35000-50000$ mark without living expenses.

Count around 20 000$ for FAA to JAA conversion.

Hi red...
That amount sound very low to me.
Theoretically possible with a Part 141 course of training for which only 190 hrs are required.
It will mean most of your time in Cessna 150/152, private, Instrument and time building. Minimum required hours for PPL and IR which is very unlikely and the minimum amount of ground school.
You need a financial buffer if you need more hrs, if you don't plan budget +20% you will have to drop a rating at the end if you overfly the PPL or IR.

Try Star Bright Aviation in Kansas.

Star Bright Aviation (http://www.starbrightaviation.com/programs.html)

They should be authorized for part 141 in November or December
