Can someone explain to me why the airline passenger windows are positioned so low. I'm 6'2" and the top of the window (B737) is about 6" below my eye height when sitting upright.
It seems to me that the positioning is suitable for rug rats (ankle biters) only.

Because when most people look out of an airliner window, they look down.

glhcarl's answer seems a sensible one.

dogcharlietree,
One could add that at 6'2" you're over the average.... average height of Europeans and North Americans is more like 5'9" (article on "Human Height" in Wikipedia) so that's 5" right there....
Also, how old is the 737 design? People's average height has probably increased by an inch or two since its first flight :)
