Payouts for low flying

Have just read this article in the Times
MoD pays out tens of thousands of pounds over animals killed by jet training - Times Online (http://www.timesonline.co.uk/tol/news/politics/article4648448.ece)

about payouts for low flying (pedigree horse put down, cows frightened etc).

I assume the article is based on some report just issued but I can't find it. Anyone able to help?
