What exactly do you need? You need ATC routings, options to file flightplans? Just give us some more directions what you require. We fly a lot in Russia, so we might be able to help you out.

Since a proper computerised flight plan requires the aircraft performance data to be loaded into the computer, all the providers I know of will charge you for for flight plans. Not sure exactly what you are looking for here.
