Be real careful here. Actually you need to start looking under Part 119, which is the part all operating certificates are issued. Parts 121, 125 and 135 are the regs that specifically apply to the individual operators. Small aircraft are Part 135. Large a/c and/or scheduled air carriers are Part 121. Large a/c commercial operators are Part 125. Part 91 covers non commercial operators, no certificate required here.

If you are looking to become a US operator, be advised there is a citizenship requirement for all operators. TAG got into a big mess over this late last year.

Another area to research is the FAA website. There are several sections that will cover this. Plus the air carrier inspectors handbook used to be there, however the FAA has combined all their Inspectors Handbooks into one called Order 8900.10.

Actually, I live in New Jersey now. Just hadn't gotten around to changing my profile. Houston is quite nice this time of year. Was at HeliExpo which was in Houston this year. They filled the George R Brown convention center. I wore comfortable shoes and my feet still hurt.
