I may be missing something, but my understanding of the proposals currently in play from our Lord High Chancellor of one's Exchequer are as follows:
For Avgas, the rate of duty would change from 28.84p/l to something around 30p or 31p/l - not hugely significant. Interesting that in the consultation document HMG says "The use of Avgas is currently in decline and its eventual demise is expected within about 10 years." Not sure I would agree with that.
Anyway, with respect to Jet-A1, which I believe is quivalent in the fuel duty discussions to Avtur, a very significant duty hike is proposed. The discussion document says the current rate of duty is zero, and will remain fully rebated for commercial use, but for "private pleasure flying" the duty would rise to 54.68p/l.
This sounds to me like flying turbine helicopters for private pleasure would suddenly become massively more expensive (like it isn't already...).
Anyone interested can look at the consultation document at

or see the web site linking to it here

or i'm guessing search for document HMCE_PROD1_027787
Responses to the consultation document need to be submitted by end October...
