Dear oh dear, the CAA really are trying to justify their existence aren't they? I guess when EASA takes over it will all change again, and the licence issue charges will rise again.
They have identified that there will be a risk associated with the introduction of the new system but seem to have failed to grasp the size of the task involved in retraining/briefing EVERY pilot and controller to the new terminology and limits of service.
Surely a better answer would be to target the specific groups where problems have been identified by the AAIB/AIRPROX and just retrain/rebrief them.
I don't think this is quite 'change for change sake' but my fear is that things will get worse for some while, instead of better. If pilots and controllers are struggling (and in the main I don't believe they are) with the existing system which has worked pretty well for many years then who knows what mistakes and confusion will arise from introducing a whole new system.
