Falcon are in Abu Dhabi.
Dubai Royal Flight have all of the above types as well so could be them.

If the Reg begins with DU it's the Royal Flight.
Or if the AW139s are blue. Falcons ones on the SAR work are green and white.

Dubai Police Air Wing I suspect.
Dubai Police Air Wing dont have AW139s, only the Royal Flight.
