DVD edit help

As usual, I do not know where to start!! I have burned a stack of video clips onto about 10 DVD's and would now like to put them into some sort of order. A lot of the stuff just repeats itself as each DVD contains the same files.
Has anybody got a useful program or a recommendation for cutting and editing DVD's. I had a look at the free software but I am not sure where to start. VMT in anticipation.

Are wanting to edit the individual movie clips or arrange the clips onto DVD's with nice menus and background music and such?

I am just trying to throw away a load of old Disc's/DVD's and keeping what I want on 1 or 2. Nothing fancy just a tidy but many thanks anyway.
