if a long haul flight of, say, 12 hours is delayed, when does the cockpit crew become off-limits. and does this start from the time of check-in at the briefing room or push back or otherwise.
would appreciate some enlightment on this issue by the experts.

check-in at the briefing room For the rest, too many variables: start duty time, number of sectors, previous rest, number of crew, in-flight relief (spare pilot) and FTL scheme in place for starters!

BOAC is as always, correct. The formulae used to determine maximum duty periods and minimum rest periods are very complicated, and are further shrouded by local IR agreements that are generic to each airline.

In the UK, the base reference document is known as CAP 371 The Avoidance of Fatigue In Aircrews (http://www.caa.co.uk/docs/33/CAP371.PDF) - By all means take a look, but be aware that this is only a baseline document - however, it will give you a feel for what is involved.
