Help - IFR Arusha TZ

Hi,. .Does anyone can give me some info on how to get a new FAA (US) medical CLASS I certificate in Arusha and how to get an IFR add-on a ppl (us) which is based on a foreign licence. I heard that there just has to be an oral exam since I already have my Belgian CPL(ME)!!!??
