If someone joins prior to Jan 07,is that person ALWAYS going to work under the agreement in place at time of joining , or willl the COS be changed at a later date for ALL , or just those joining after the new COS date.

You mean like “Sign here or be fired” like what happened in 1999. In most parts of the world this would be a contract signed under duress and would be void. Not in Hong Kong though. This is legitimate management tactics and they use it.
