Does any one know why the 747F doesn't have a stab tank? Also does the 747BCF loose it's stab tank after the conversion?

The stab tank is not necessary because the payload is more important than distance.

As airbus2boeing states, the 747-400F carries a much greater payload than the passenger version. With a payload of 128,000kgs and a ZFW of 288,000kgs, the MTOW is under 368,000kgs and so even the CWT is unused. You would need a payload of about 80,000kgs before a stab tank would be able to be used, and this is bleow the average freighter load (from my limited experience).

I know that the BCF retains the stab tank vent, but I think the tank is capped of.

There are no stab transfer pump buttons on the overhead, and the fuel page synoptic does not show it as in the pax 400.
