ETOPS question

Can anyone tell me what Transport requires in the way of special training for ETOPS?
Perhaps someone from Westjet can enlighten me here. When you guys started the Hawaii run did all crews have to have some sort of course or was it just a few who would be doing the run?

In short (I'll spare you the details) ETOPS is more a Maintenance program than a Flight Operations program. There is not a great deal of Flight Operations training for ETOPS, however the maintenance side is quite extensive.

TOGA is correct. Essentially a MTC program. As for the pilots, there is an ETOPS Ground School but only a limited number of checked and current pilots fly ETOPS routes

Sections 3.4, 3.5 and 3.6 contain the basic requirements. It's up to the operator, often in conjunction with the OEM, to develop compliant procedures and processes. There's a lot of ETOPS experience kicking around this country.
Training has a lot to do with procedural matters, and so includes Dispatchers as well as pilots.
Integration of the Maintenance Control function with Operational Control one of the things TC looks for.
Westjet originally limited the ETOPS pilot cadre to those with previous experience from other companies (eg, Canada 3000). I believe that as (if) their overseas operations expand, they'll eventually need to qualify lots more folks, and perhaps everyone. (At ZOOM, Harmony and Air Transat, all pilots would need the training. For Air Canada and Skyservice, all pilots on the applicable equipment B767, B757, A330 would be trained)

What is general differance between ER and ETOPS

ETOPS applies to two engine airplanes. EROPS applies to more than two engine airplanes.

In MEL 737 same times I see ER (EROPS) but the plane with two engine

If you are refering to the Airbus A320, A321, and A330 definitions, ER and ETOPS mean the same thing.
