1) Is it still possible for foreigners to get a free practical test in the states by booking an examiner through the FSDO?

2) For the purpose of licence issue, do the UK CAA accept hours logged in another JAA and EU state in accordance with that particular state's rules and practice?

The Swedish CAA accept that if two rated pilots fly an aircraft certificated for only one pilot only one pilot can log the time unless it's an instruction flight. That's the same as in the UK. However, they don't accept the pilots to change who's PIC during the flight but the one manipulating the controls (no matter if that person is PIC or not) is the only one that can log PIC time. Hours flown like this in Sweden, would the UK CAA accept it considering Sweden is both a JAA and EU member as opposed to the states who does flight logging in a different way as well.
